Uganda’s increasing dependence on development partner’s support for immunization – a five year resource tracking study (2012 – 2016)

Abstract Background In Uganda, there are persistent weaknesses in obtaining accurate, reliable and complete data on local external investments immunization to guide planning, financing, resource mobilization. This study aimed measure describe the financial envelope for from 2012 2016 analyze expenditures at sub-national level. Methods The Systems of Health Accounts (SHA) 2011 methodology was used quantify map immunization. Data collected national levels public sources were coded, categorized disaggregated by expenditure activities using SHA 2011. Results Over five-year period, funding increased fourfold US$20.4 million US$ 85.6 2016. Ugandan government main contributor (55%) resources 2014 however, Gavi, Vaccine Alliance contributed majority (59%) 2015 Majority (66%) funds managed National Medical Stores. 80% allocated spent facility based routine (expenditure human outreaches). At level, districts 15% their total annual support supervision lower health facilities distribution vaccines. 5.5% outreaches. Conclusion Development partner has aided improvement vaccine coverage access vaccines is an increasing dependence this a critical program raising sustainability concerns alongside other challenges like being off-budget unpredictable. To ensure sustainability, need operationalize fund, advocate mobilize additional Government Uganda private sector, increase reliability as well leverage financing reforms Insurance.
